When a member pays, the charges they chose are bundled into one invoice.
The system usage fee is itemised
Invoices list the charges and the system usage fee side by side. When the organisation pays the fee, it shows "Paid by org".

The fixed part of the fee is charged per payment, so one invoice for several charges costs less.
Tracked to the end
Once payment is confirmed the invoice is paid, and so is every charge in it.

What if a payment fails?
The invoice stays unpaid and can be retried from payment history. The charges can also be released back to unpaid and paid another way.
